Bill 4 of the original Community Legacy Bill Package was retired as a standalone bill during the drafting of the Alaska Legacy Package. Its provisions were not dropped — they were consolidated into the other statutes in the package where they fit more cleanly and worked more effectively. What happened

During the transition from the Community Legacy Bill Package to the Alaska Legacy Package, the drafting team reviewed every provision in Bill 4 against the other four bills to identify overlap, redundancy, and cleaner statutory homes. Each of Bill 4's original authorities has been mapped to its new location in Bills 1, 2, 3, or 5, or to the Umbrella Act's coordinating provisions, with the drafting rationale on the record. Nothing was removed from the package. Nothing was weakened. The consolidation made the package shorter, cleaner, and easier to file as a coordinated legislative slate.
